The Unemployment Insurance Fund (the UIF) is a Schedule 3 public entity of the Department of Labour, established in terms of the Unemployment Insurance Act, 63 of 2001 (the UI Act) to provide short term relief to unemployed beneficiaries during periods of unemployment, illness, dependence, bereavement, maternity and adoption.

 The UIF Board, as mandated by Section 48 of the UI Act No.63 of 2001 advised the Minister of Labour to implement labour activation programmes that will ensure that unemployed UIF beneficiaries are re-integrated back into the labour market. The UI amendment Act, 10. of 2016 (section 5) provides for the retention of contributors in employment and the re-entry of contributors into the labour market and any other scheme aimed at vulnerable workers.

What is The LAP?

 The LAP Unit was established to increase the Fund’s participation in poverty alleviation schemes within the applicable legislative mandate.

LAP realises this objective by focusing on the following areas:

  • Enhance employability – training of the unemployed in various programmes targeting skills required by the labour market.
  • Enable entrepreneurship – funding enterprise development targeting entrepreneurs particularly in rural areas and townships.
  • Preserve jobs – funding turn-around solutions for companies in distress and participation in the implementation of Temporary Employer-Employee Scheme (TERS), which was previously known as the Training Layoff Scheme (TLS)

 The programme utilizes a partnership model by signing funding Agreements with other institutions with common interests in the implementation of training programmes and job creation.
